Halibel. Why? Because Ulquiorra himself stated there were 3 espada greater then him. No one may have known his second release, but he knows he has it himself.

thanks i overlook this, if we all use logics here it can be that when the top 3 espadas release their reatsu in the sky, ( THE BIG BLAST OF RED BLUE AND YELLOW THAT WENT UP) they had use up most of their energy already hence, they couldn't transform to second stage. cuz looking back at it now ESPADA #4 SAID THERE WERE 3 OTHER ESPADAS THAT WERE MORE POWERFUL THAN HIM, DESPITE HIS SECOND STAGE.
If Aizen new when ichigo was born than Aizen knew everything he ever wanted including how to rank the espada. But it is a plot hole the story contradicts itself with the dialogue. I still believe Aizen new the man is almost uraharra smart.

I never said an espada can beat him.... I just said that you choose by which manga fact you want to follow. There are two statements, one saying Aizen knows everything and the other one Ulquiorria saying no one knew about it. By feats, Ulquiorria. Oh and I see you don't go by the number system either.

Yea he did say that.... but you know what he represented? Despair. If someone told you that wouldn't you feel despaired? I believe so. Feats greater than Halibels.

Next to that, regardless of his reiatsu, he was a fool when he traded power for regeneration... except his head and inner organs ~ also known as the most important parts of a body. Like noone would target that first? It would've been amazing if he could regenerate everything.
He'd have no shot in hell against Starrk or Barragan.

Alright as stated above several times, Ulquiorra, despite knowing about his Segunda Etapa form, told Ichigo that there were 3 other Espada that were stronger than him, those being Tres Espada: Tier Hallibel, Segunda Espada: Barragan Luisenbarn, and Primera Espada: Coyote Starrk.
Think of it, in their final fights who they all fought........
Ulquiorra Cifer vs Ichigo (and his Vasto Lorde state), lost due to the overwhelming power and speed of Ichigo's hollowfied state, and his inner organs were all shot/vaporized to hell.
Tier Hallibel vs Hitsugaya, Hiyori, and Lisa (1 Captain, and two Vizard's whom of which were former Lieutenants), only to be cut down by Aizen, and then captured by the Vandenreich
Barragan Luisenbarn vs Soi Fon, Omeada, and Hachi (1 Captain, 1 Lieutenant, and 1 Vizard which was a former Kido Corps member/2nd in command), Lost to his own power
Coyote Starrk vs Shunsui, Ukitake, Love, and Rose (4 Captains, 2 of which being Vizards and former Captains)
So to be honest, Ulquiorra was a very powerful espada in all respects, but pitting him against Tier Hallibel would be like putting a Bat against a Shark U_U actually thats what it is lmao

Against stark and barragan he would lose... Hallibal could not defeat nobodys... and again Ulquiorria represents despair (hence saying there are 3 stronger espadas above him to ichigo, when he was defeating him with ease).

Ulquiorra's aspect of death is Emptiness, Nnoitra's aspect of death is Despair. Also he was not talking about Yammy, (Yammy the Cero (Zero) espada was weak). Ulquiorra, lost to a man that he killed, not once but twice in the same day, but still lost in the end run.
The Cero Espada Yammy Llargo, was weak as shit, he lost to two captain's who weren't even fighting him, but fighting each other

u can see that aizen is recalling all the battles he planned for ichigo and u can see ulq. 2nd Resurrección . i just dont believe azien didn't know about his 2nd reseurreccion. Aizen who planned everything from the start. Who had as stated by gin everyone "ulq and all other espadas" under his illusion.
He himself has stated that there were 3 more espadas stronger then him....
plus like u said halibel didn't kill anyone but she also didn't get beat by anyone other then azien.... she was holding her ground against 1 capt. and 2 vizards.
ps. ulq. aspect is Nihilism=argues that life is without objective meaning, purpose or
meaning respectively that, in some aspect, knowledge is not possible, or that contrary to popular belief, some commonly perceived aspects of reality do not exist
and i'm pretty sure ulq told ichigo about the other 3 espadas right b4 he was going to kill him "stab him through the chest" so there was no need to lie to him..
