I think Uchiha not the cause of downfall. But how Kishi failed to developed other characters. When he start focusing on Naruto and Sasuke conflicts most of the time and make other characters become like an audience and free with problem, that also the cause.

Itachi? He is one of the best Uchiha and fought for peace and Konoha.Ok
Shisui? A hero.
Sasuke? Seriously, he is not only weak, his IQ is <5, he doesn't understand anything, he also wanted to destroy everything Itachi has build, he rejected the best friend you can never imagine to have, everyone gave him powers and he still found a way to be crushed like an insect before thanks to his brother again who spared Kabuto's life, he was saved. He prefered to leave Konoha and follow that travesti called Orochimaru when he could have just unlock his true potential, training with Naruto and Kakashi and even Jiraya with senjutsu. But no, his life was like that, he has never made the right choice, he lost everything but still it was not enough to put him in the right path. He should have experienced despair because that is all he deserves.

The Manga Name is Naruto Uzumaki not the Uchiha Clan. To expected it to put the Uchiha ahead of the stories Hero is not logical to the stories premise.
