If you were to take both statements as true then that would mean that at some point, Ashura's own power bloomed and matched Indra. Indra, being prideful, couldn't stand that and decided to get stronger (turning Ninshu into a weapon by developing Ninjutsu of his own unknown to us). He was once again above Ashura until Hagoromo gave him RSM to match his power again which ended up leading to the fight where they destroyed each other.

I don't remember how it happened but even CM1 Sasuke was giving base Naruto trouble so Naruto going into KN1 was him trying to gain advantage over Sasuke.
