your raiton is not long range so it will never reach the dragons (or me for that matter) so you still have one shark to deal with after they collide with your raiton
thus preventing you from stopping the tornado the tornado from melting your explosives.

Summary
as you make the dragons i prepare the sharks and my clones prepare their jutsu as you attempt to combine the sharks and the lightning my sharks burst forth from lake destroying your dragons and then shoot themselves towards the lightning two will collide and stalemate as one continues towards you after you made the dragons my clones fired thier combination so you have a huge flaming inferno and a water shark coming towards you. all will collide with you once you finish your raiton tech. killing you as you use your last jutsu
