According to Naruwiki Amaterasu is Firebased so it should be countered by 2 elements. Wind is better then fire i think.

and wind can either good or bad as it´s the same as blowing on a lighter then the fire comes out but if you blow on a bigger fire such as a on a tree it
wouldn´t go out as it just increases the fires effect

conclusion use wind against fire if you are absolutely sure that your attack is greater than your opponents
