I've got to go with Raikage. Tsunade's focus is spread across Healing Ninjutsu and raw chakra-enchanced Taijutsu. The Raikage, on the other hand, focuses COMPLETELY on Taijutsu, and enhances it with Lightning-element chakra, which presumably enhances his strength more than plain non-elemental chakra.
But what's with the anger in this thread? O_O I've never actually seen a Tsunade vs. Raikage thread, and I entered the thread because its topic interested me ^_^ . There's no reason to hate on people for making threads that they and others find interesting, even if you don't find the thread interesting. Newer people (and older people, such as myself) might not have seen these sorts of threads before.
And also, as more information is revealed in the Manga regarding the specific abilities of Raikage and Tsunade, our answers to this question might change. In other words, a Raikage vs. Tsunade thread from two months ago is certainly not the same thread as a Raikage vs. Tsunade thread from two days ago.
