While Jiraiya loved her more, for a long time in Part II, Tsunade seemed to love Jiraiya so much. The spur of the moment appearance of Dan during the Edo Tensei cancellation had shown she still feels very strongly for Dan.

I second the opinion that it's like Sakura choosing between Naruto and Sasuke.
