ok so to actually catch the enemy in a genjutsu, the user needs to extend your chakra flow through the cerebral nervous system of the opponent...now its hard to explain how to use it but, here is an example

for every rank of gen u must extend more and more chakra to the enemie's cerebal nervous system

well in definition you can do genjutsu with only your mind :/...
because genjutsu is just an illusion, your mind controls everything...just try it..
