I don't think she is weak, For them to both speacialize in Taijutsu the outcome of the fight can go both ways. I would have choosed Tsunade because she only needs one punch to strike him with. But Before she can land a hit Neji would do his Air Palm which would knock her off her balance then he will rush in to do His Gentle Fist. Though this is my opinion and prediction of what will happan.
That's not a fact just an assumption. I disagree with it either way (no offense) because if Kakashi were greater he would've been pick number two for Hokage after Jiraiya refused the position, not Tsunade. Yes Kakashi said he wasn't the Hokage type (he's just being modest) and it was two years ago and he's increased in power over that time but it can be assumed that so has she, even if she is mainly behind a desk. Kakashi's Kage material but I wouldn't place him above Tsunade.
It really can't be helped I mean we are in the dark about her abilities for the most part. We saw her against Oro and Jiraiya over three years ago when she was a little wacked out of her mind because of her fear of blood and honestly the original Naruto series wasn't as strong as Shippuden although that was to be expected as everybody was shown to have a power up.
I don't think she could take Kakashi out with ease. She'll have some difficulty with him but she'll pull it off relitivly fine.
What you think you pissed people off for the Sakura being a better match up for Sakura? It's the truth probably, when you train up close with somebody like Sakura has you get to know a thing or two about them.
