Because he used his Susan's to block it without much effort, her youton never has landed directly on a foe and unless it does Tsunade just regenerates.

Tsunade wins mid-high diff. Mei would try to fight a ranged battle to avoid CES. I think her boil release corrosive mist could possibly keep Tsunade at bay for awhile, coupled with various other ranged ninjutsu, but in the end Byakugou would prevent Tsunade from taking enough damage to stop her approach. As soon as it turns into a CQC fight, Mei would quickly lose.

Honestly I'm trying to give Mei the benefit of the doubt here. Tsunade shouldn't be able to blow away any jutsu coming at her like she has shinra tensei punches, something would pose a problem if only a small one.

As for who wins in a fight it's pretty even to be honest although Tsunade's a Sannin Mei's skillset gives her an advantage. So it's a tough call but I'm going with Mei.

Honestly I'm trying to give Mei the benefit of the doubt here. Tsunade shouldn't be able to blow away any jutsu coming at her like she has shinra tensei punches, something would pose a problem if only a small one.
