She didn't protect everyone, as Nagato revived everyone who was killed

. She just protected the important people and some fodders, the rest were killed with that huge Shinra Tensei. But I agree that she's not that slow.
Tsunade summoned Katsuyu much earlier so she heals the Shinobi in the village.

you see a lot of Katsuyu already being at the battlefield in order to heal hurt Shinobi, 5 chapters before Deva crushed the village. When Tsunade noticed what Devas plan actually is, she gave Katsuyu her power from her eal with the order to protect the villagers. Katsuyu isn't that slow but still slow.
Well, around 80-90% she did protect.
The rest were brought up back to life by Nagato such as Fukasaku, Kakashi, Shizune and some unknown ninja.
She is not that slow, but neither that fast. In the end, her specialization is tanking/healing not speed.
That's why we have Raikage for that.

It's an assumption pretty close. We mustn't forget that Nagato didn't even had enough chakra so if the number would've been larger, considering his chakra, he wouldn't have been able to revive them all.

we catch a glimpse of how many she protected.Take from there probably 1/3 of those and still it's a lot of people.
No but the previous pages suggests that those people were protected by Katsuyu as we are seeing

.Tsunade commands Katsuyu that she must attach to every ninja and inhabitant of Konoha. Being from the village and an actual Hokage she is aware of the number of inhabitants from her village therefore we can conclude that if she summoned Katsuyu she knew the extent that she could protect via her.
Don't get me wrong, I know she wanted to protect everyone, and yes she protected what she could protect, but she didn't expect Pain to completely destroy the whole village, as you can see

we see people staying around without protection while the Shirna Tensei is reducing the village to dust. But I guess those people were reduced to dust along with the village if standing close to the impact. There died a lot of SHinobis already before during Pains invasion, when Asura Path and the summonings were going on rampage. The other team, consisting out of Deva, Human and Naraka also killed people during their observation.That's what I'm trying to say, Tsunade tried to protect the villagers but she didn't expect Pain to destroy the whole village. In the end the majority of villagers were killed in that huge blast, but she protected the important people along with other villagers.

Tsunade is not s slug. And her speed is above avarage. The Sage Mode improves the physycal abilities, like speed and strenght. With that mode Tsunade would be much faster and maybe even stronger.
Those are like 3 people there. Almost everyone was gathered in the Hokage mountain hideout thing and were being taken care of.
Of course there were casualties, even Tsunade herself said that, but what I am saying here, that the majority of them she kept alive.
Even Pain later says that he will revive those who he had killed when he came in Konoha and at the beginning we see him attacking while Tsunade hadn't even summoned Katsuyu.
