No it is not, it is viewed highly for a reason; it is broken. If any chakra comes close to him, he absorbs it, or are you claiming he is being hit by chakra without the chakra ever coming close? Kisame gets one shotted? Lel he healed from terrible wounds, there's no reason for him not to heal again. More so, neither attack will work under the water. Lava turns to rock and sinks to the bottom. Futon isn't working so well considering water resistance>air resistance, thus the fan will move at much slower speeds, and even then he would absorb it. No one is hurting him, he uses water sharks and ends them.
