the actual problem is that 1 he possibly doesn't even know aoda who's possibly a personal summon 2 he lacks the stamina feats to summon multiple boss snakes
in the forest of death he summoned 2 fodder snakes which were weaker than a rested part1 Naruto
against Jman and Tsunade he summoned 1 snake
against Hiruzen he didn't summon anyone (most likely because after edo tensei he ran out of chakra)

The genjutsu is broken by the summoner and Itachi would have wasted a lot of chakra. What else?

Considering Itachi's amaterasu burns relatively slowly, the Byakugou can buy 5 seconds for Tsunade until Jiraiya seals the flames.
