While its impressive i wouldnt say 3 seconds. You posted the scan where she gets up and the healing process is basically done but ignore the scan where she takes the attack and gets smashed into the rock.

The healing process to me started there which means it wasnt a simple 3 seconds if the regeneration started earlier which means it was longer. Not super long but you get the point.

Oh lordy. Byakugo no jutsu IS instant. That is the whole point of the jutsu. Otherwise it'd be exactly the same with sozo saise. Read your manga.

Konan is not the only one who prepare for her jutsu, Tsunade spent years in accumulating her chakra so their fight will be fair and square, still Konan owns her like any other female out there to the point not even funny.

But Konan needs way more prep time than Tsunade. I mean Tsunade got her yin seal almost instantly back after she fought with Orochimaru and used the chakra to heal herself.
And Konan is rendered useless if she uses that jutsu and fails to kill the target. If they fought without prep time, like just randomly battle, Tsunade would so own her. Konan was quite pathetic for an akatsuki member. I expected more from her.
