Not really. If you ask me, they're Slug-Toad-Snake deadlock is also found in their accomplishments. Jiraiya was able to achieve wealth while Tsunade constantly lost money due to gambling. He also achieved Sage Mode, whilst Orochimaru did not.

Tsunade became Hokage while Orochimaru failed to do so.

Tsunade's medical ninjutsu is unable to raise the dead, as she would have wanted for Dan and Nawaki, while Orochimaru can do so with Edo Tensei.

Jiraiya wanted to achieve peace, and was unable to do so. On the other hand, Orochimaru's help resulted in major help for the protagonists in the Fourth Shinobi World, without which true peace would not have been achieved.

I don't have to contradict your post because it isn't conducive to the topic at hand. Tsunade gambling, becoming Hokage or being unable to summon the dead isn't what shapes her legacy, its the fact that her medical ninjutsu and her systematic structure of the medical system is renowned by the entire NV even including her teammates. How many ninjas are aware of Sage Mode? Or the Edo technique? The answer would be less than the half of the majority but more than the majority are aware of Tsunades performance and contribution in the worlds medical field. Are her other teammates renowned as the greatest individuals in any particular field?

I think you're missing the point. For every accomplishment you can say for Tsunade, I can supply an accomplishment for either Orochimaru and Jiraiya. The point of me supplying accomplishments that specifically tied into another Sannin was to fully emphasize how they're in a deadlock.

Only Jiraiya was mentioned at the end of the manga by Obito. Meanwhile Tsunade got her ass replaced in a hearthbeat and nobody cared about Orochimaru being alive.

It depends in what you define by "acomplished"
If you mean "realizing their goals" then yes, she became Hokage while Oro failed on achieving immortality and gaining an Uchiha body and Jiraiya even mused how he failed to acomplish much in comparison with the feats of the Kages before him.
But if you put what they did overral...
Oro breaktroughts on the medical and scientific field, with his discoveries and improvements in jutsus and how Jiraiya mentored and passed his philosophy to some of the strongest shinobi of all times (Naruto, Minato, Nagato) puts them way above her on the long term.

It really baffled he why she didn't have sage mode. Then I had a dream, and he was a threat to her allies while in Sage Mode, because he power was too great.

The way Orochimaru and Jiraya speaks about her would suggest that she is the most powerful Sannin.

Techincally Oro was Hiruzen's first choice but he was too evil to be trusted.
