Because people do not understand the difference between arsenal and ability.

She can make more deadly poisons than that of Kabuto or Oro or Sasori, but apparently cannot use em in battle, because she hasn't had em on screen in the manga. ESPECIALLY, when she was known for those. Probably because she can solo a whole lot of characters with poison.
