In my book she's must be like top 25 (i never actually ranked the characters in Naruto).
Those feats are something, but lots of shinobi can destroy her body behind repair or even ignore her when she's on the offensive (eg: Deidara through his flying clay birds).
If they have those and are versatile in battle, they're just above her.

A clean cut, a clean stab, an explosive not only destroys limbs but can cause deafness,trouble with vision & motion sickness.
Sure Tsunade can take losing a limb or two but then again...

thing about that is Madara left her alive. While she was laying there without healing, madara could've just crushed her skull if he felt like it.
A limb getting blown off gives a huge advantage, unless ur raikage

Pretty sure 2 of 3 sannins considered Minato as an unparalled shinobi.
My boy Itachi canonically soloed Oro no dif.
And for Tobirama,his swag is more than enough to make him top 15 material.
