She never saw her lover in Naruto but her young brother (who the kid in Naruto is). She never really betrayed the Alliance other than Raikage I doubt any other Kage would have agreed with him and probably done at least something like Tsunade.

If anything Raikage was being stubborn and trying to take matters in his own hands and if he did kill Naruto (which wouldn't have happened) than the alliance would have fallen apart Konoho & Gaara (his village) wouldn't like that and if anything Tsunade saved Raikage if Naruto went all out their than it would have been over.
