There was no way tsunade could of stayed in office after the 4th war , she and the rest of kages disgraced their respected names . There were entrusted to defeat madara and lost , there done nothing thought the war . It ended up being team kakashi ( naruto , gai , killer bee and later sasuke) who won the war . The villagers probably lost respect for tsunade because she failed to do anything in the 4th war and it became impossible to not elect one of the war heros

sasuke entered the war really late but when he joined he did the heavy lifting , he was the missing piece to team kakashi(kakashi , naruto , gai and killer bee) and was a great addition his skill is unmatched . he did well against obito , madara and kaguya without sasuke it would of been alot harder than it already was . also no one knows sasuke undid edo tensei

well i doubt he could have beaten any ov K11 who were chunins... so if he wasn't genin level then he was below chunin which means genin level all over again and even if you put him on chunin level, it's still fodder compared to hokage level which the dude was actually comparing...

Tsunade couldn't be classified a war hero so she had to step down her position as 5th Hokage and give it to Kakashi would did a lot of stuff for 6th Hokage.
