A cannot, I repeat, cannot blitz Kisame. Kisame has this neat thing called Samehada, remember when Bee tried to CQC with Kisame in his V2 cloak? Samehada spontaneously absorbed enough chakra to rid of his V2 cloak, and put him into V1 (Can't remember how many tails) The same thing would happen to Raikages Raiton armour (As NegKnight mentioned) and all this will do is help Kisame and hinder Raikage.
Now let's add into the equation Kisame's water dome + Samehada fusion, this will trap at least one opponent, (Tsunade or Gaara) and I hope you can agree that none of them have the techs or abilities to escape / beat Kisamehada fusion underwater.
Another point; Gaara's sand becomes useless when wet (much heavier) and Kisame isn't stupid, even if he doesn't realize Itachi is one of (if not the) smartest in the manga, and will give him the idea to ruin Gaara's sand, rendering Gaara much weaker than he usually would be.
itachi's genjutsus follow the same principle as madara's,eye contact. He didnt look at any of the madara's eyes,he wont look at itachi's own. There were 10 sharingans around him,he can deal with 2.
Tsunade beats kisame,if he goes cqc,he is dead,as a touch can render him useless,water dome is countered by summoning katsuya,slugs like water,so she can easily take tsunade to the tip,also katsuya is imune to physical attacks,CT cudnt hurt a min clone,not CST and naruto;s 8tk chakra too,so kisame's attacks won work,tsunade could easily turn her chakra o electricity and send it through the water,affecting kisame,or she can just escape it with katsuya,not to mention gaara's sand tsunami would overpower and absorb the water,nullifying the tech.

A nearly blitzed minato,A in v2 reacted to amateasu,kisame isnt raining a sword to counter A at all. Not even the ms could see him.
Water does nothing to his sand,gaara hid his sand in water to catch madara,nothing happened,gold is 20x heavier than water,and gaara used his sand easily when mixed with gold dust and even caught 3 kage at once. So kisame's water is useless.
Gaara's sand hail would smash multiple opponents at once
