They all have different type of lava releases though. Mei has molten, Kurotsuchi has cement and Dodai has rubber.
Both black lightning and jinton require combination of more than 1 elements that's why they get to called kkg or kkt like other genetically inherited elemental abilities. Enton is sort of similar too. Jinton is hard to inherit because it requires talent and dedication i think. Also it is a pretty rare trait but that does not make it genetical.

To give a weird example, knowledge of quantum physics is not genetically inherited but it is hard to require and rare among humans. While being tall is genetically inherited but it is not a rare trait.
