Maybe all these spending cuts are a good thing.

Sometimes the people in control of the money are corrupted.

You can't expect everyone to do the right thing when offered a lump sum of money.
But that same money is simply going to pay for the wall instead funding a program to help the elderly and disabled.

You would categorize that as a good thing?

No it's not, I was generally speaking.

I was just pointing out the fact that not all government grants are being spent wisely or for good cause.

Sometimes the people that are given the grants are corrupted hence spending cuts to certain programs/people.

Well generally speaking, it could be true, but I can't say unless you list specifics.

But clearly cutting programs that help out children, elderly, disabled, and the environment in order to fund an absurdly expensive and pointless wall is an example of such corruption and money mismanagement.

If Trump's plans to cut Meals on Wheels goes through and the effects of cut from Meals on Wheels have the slightest effect on the people who benefit from it, I'll personally donate out of pocket. I think if the amount people who are outraged at the loss of the 3% government funding actually cared about how these elderly and disabled people received food and weren't virtue signaling, they could easily make up that 3% in donations and charity, possibly even surpassing that amount.
How would you know the effect of such a cut? The program itself has been struggling; in fact the network is serving 23 million fewer meals now than it was in 2005 and waiting lists are mounting in every single state....

If there was all of this philanthropic money laying around out there, all this charity money that's just floating around, then boy these Meals on Wheels folk are just letting it pass them by.

"Kali Thomas, an assistant professor at Brown University School of Public Health, estimated that if all states increased the number of older people receiving the meals by 1 percent, they would save more than $100 million. Research also has shown that the daily meal deliveries helped seniors’ mental health and eased their fears of being institutionalized."

"Federal, state, and local funding cuts, increased transportation and food costs, and the lingering effects of the economic downturn have had significant impacts on Meals on Wheels programs ( Kamp, Wellman, & Russell, 2010 ). Over the past several years, these compounding factors have resulted in hundreds of thousands of fewer seniors served and an increase in the waiting lists for these programs ( Meals on Wheels America, 2013 ). Because of the challenge of meeting the increasing demand and need for home-delivered meals, decision makers at all levels are seeking lower cost solutions to serve homebound seniors. Once-weekly delivery of frozen meals has emerged as one such solution to reduce cost yet still meet the nutritional needs of at-risk older adults. In this model, participants are provided the full week’s meals in one bulk delivery. Proponents of the traditional, daily-delivery model believe that over the long term, these lower cost solutions—drop-shipped meals, less frequent meal deliveries with multiple meals, and limited personal contact—will have a negative impact on the health, independence, and well-being of homebound seniors receiving services. The objective of this study was to evaluate the extent to which home-delivered meals, and the type of delivery model, reduces homebound older adults’ feelings of loneliness."

Further more, the cut could be much larger than just 3%. The Trump administration plans to cut 17.9% funding to the US Department of Health and Human Services, which includes "The Older Americans Act," which covers 35% of the funding to Meals and Wheels. The impact itself is not yet certain on the Older Americans Act itself, but considering that the funding goes through the HHS, it's very possible that it will be.

"The Trump administration has proposed a 17.9 percent cut in funding for HHS, but it has provided no detail on whether that would also impact the Administration for Community Living, which funds nutrition programs for the elderly. Bertolette said it was fair to assume there would be an impact."

Don't back pedal. At the end of the day, all it means is youre cutting off 2 of their options for sustainable living.

You're not teaching them to fish nor will you give them fish, but somehow u expect to tax their dinner so to speak.
If you want to take "teach" in the analogy literally, sure.
