=are immigrants the majority in Sweden? No. So they are committing crimes disproportionate to their population size. Thus there is a correlation between the crime spikes and migrants.

Add all this to the fact that the crime rates have steadily increased since the 70's and that every day three police officers quit their job because of the crime epidemic (80% have thought about it). It still has a downward trend in crime.
