Shin didnt activate his MS nor did Sasuke actually even try to use some of his powers so the fight never reached serioous proportions.In fact Naruto was also not gonna powerup and deal with the kid just like Sasuke did in base form until he found out about MS because Shin wanted to take Salad no matter what

Had Sasuke actually powered up up his PS (overkill) both of those so called villains would have shat their pants just looking at it.And I havent even started about his Rinnegan
