Toughest ninja to fight w/o intel?

Hidan is difficult but his abilities aren't difficult to figure out. Also, Itachi has Sharingan to dodge attacks and genjutsu so not quite. Good try though

Actually his abilities, ARE that difficult to figure out. We as the readers have certain insights to shinobi's abilities so it is hard to understand just how hard it would be to fight someone with that sort of ability that most people would consider nonexistent. If you looked at it through a shinobi's shoes, you would see just how damn impossible it would be to figure out something like that WITHOUT being killed. It took the like of shikamarus intellect to keep himself from being killed, and even then he wasn't able to help his sensei in time.

Technically speaking, only high level perfectionists in combat have any chance of winning against him because they will already be disposed to not taking any injuries whatsoever.

I would think 6 Paths of Pain, but Obito with both Kamui and Rinnegan, I think he would be the more difficult opponent.

But then again All of Pain's abilities are incredible, Not only the Multiple summonings, along with Shinra Tensei (Thats the almighty push one right?) The ability to revive, and others, its hard to say. But I think i'll pick Obito

Actually even without info, most highly skilled ninjas can incapacitate him with long range techniques like tbb, frs, water bullets etc etc. He's not a danger if you're a long range fighter.

But the thing is, not everyone is a highly skilled fighter with abilities that can properly incapacitate Hidan. Even long range fighters wont be able to do much if Hidan can literally just tank all of the hits and keep going.

I think Orochimaru would also be hard to defeat without any intel. He has edo tensai with the hokages, he has abilities to escape pretty much any technique just by shedding his skin, and in snake form he poisons you into paralasis and can take over your body. He's said to have over 1000 jutsus and he's studied the scroll of the first hokage. Also his extremely high intelligence also adds to stregnths.

I choose other, because the hardest person to defeat without info would be the strongest ninja. So whoever you believe is the strongest ninja will be the hardest to defeat without info because they are the strongest ninja.
