Well, if anything, the DNA shape implies that it can control DNA. Thus it would have control complete over the enemy. It most likely can alter the DNA in such a way as the change the entire person, even given them fake memories, or thoughts. Or even take away abilities.

Since it's implied to have created the world, I'm going to go out on a limb here and say that the sword can also affect from a distance. After all, the world is a big place, the only way the Sage could have "created" the world, is that it's effects are delivered at a distance, spanning a vast range.

This would be way more powerful than Tosuka. Imagine being able to destroy the enemy's DNA, at a distance, without even touching them.
