Irrevelant figures who shows up in the stories to fill up spaces. They have no relevancy and can be easily replaced with any other fodder like themselves.

It does not mean "weak". Someone being weak or strong is a subjective matter.
Hashirama would fodderize (by your definiton; defeat easily) Itachi as well.
Fodder means someone or something with no relevancy or plot value.

the list isn't based on power but overall relevance

1 Rin (the final villain almost always thinks about her)
2 Juugo (important powerup for Lord Sasuke, the most important character besides Naruto)
3 Itachi's love (we don't know who she is we only know she has been solo'd, she's still an important character because she was the Solo King's girlfriend)
4 Orochimaru (revived Minato Hiruzen and Tobirama who all saved the title character)
5 Tsunade (healed the whole village / healed the Gokage)

I can't get your point here,
how are fodders relevant?? do you know the meaning of fodder??
and these characters in your list had their share of relevance in the story and the plot, they're introduced and therefore they aren't fodders...
and Tsunade & Oro are at least mid Kage level,
