Nearly all of the characters on your list are not only strong but would stomp any ordinary no named shinobi.

How are these characters weak. Karui is skilled in kenjutsu, Kiba can make the Ceberus, Iruka made Naruto go KCM to break his barrier, Kurenai is a jonin, Cee is a KAGE BODYGUARD, Tenten has the SAGE WEAPONS, Ino was a BIG part when they fought the Juubi and is now filling in for his father's job as a human radio/telephone, Hinata has 64 palms and good Byakugan skills, Karin has Uzumaki chains. In conclusion they are not weak. The weakest characters would be unknown fodders.

Haven't shown enough? Karui blitzed Early PT2 Sakura who was fast enough to dodge KAGE level attacks from Sasori.

Ino keep up with Asuma in taijutsu.

Karin one-shotted the Buddha statue.

Cee was portrayed to be close to Darui's level.

Konohamaru had Ebisu's help, didn't perfect Rasengan and has a noticeably smaller Rasengan than Naruto's and can only use two clones. He's pathetic, fans overrate him so much because of that one fight when in reality Chapter 1 Naruto is stronger than him.

Karui is still in a Cloud team and again she does not belong in the top ten weakest. There are much WEAKER characters out there and they are called UNKOWN FODDERS. Chains strong enough to break Buddha hands are enough to make Karin not weak. You don't need to be all intelligence in combat. Kiba has average intelligence just not Kakashi level shit. I can tell you are one of those bandwagoners that hate Kiba because of the hokage thing. Hinata has 64 PALMS and AIR PALM. All she needs to not be top 10 weakest espically with fodders around. Iruka is still a chunin or something and the barrier can be used to restrain shinobis and it took KCM Naruto to break out of it. So that puts him well above lots of fodders. There are nameless FODDERS way weaker than the people here. BTW Konohamaru soloed a Pain Path that was fodderizing older shinobi.

Konohamaru being on here is an affront to all things holy. He's clearly not a powerhouse the likes of Naruto, Neji, Sasuke, Gaara, or Dosu were at 12-13 years old, but he's by no means a weakling. He's mastered A rank ninjutsu, granted smaller versions, and he blasted Naraka Path. Plus, he's a Sarutobi who have shown great affinity with Katon, which Konohamaru will probably master as he grows in strength.
