Perverted anime you say? Well there's a lot
Highschool of the dead, Highschool DxD, Sekirei, Sora No Otoshimono, Freezing. There's just too many to list them all
As for most perverted characters my vote goes to
1. Tomoki(Sora No Otoshimono): Openly perverted. Feats include building an all access peeping system that allowed him to peep on all the baths in the city from the comfort of his house.
2.Issei Hyodo(Highschool DxD): Developed an ultimate killer move that strips girls naked. His ambition in life is to become a harem king. Nuff said.

ha ha roshi, jiraiya and kon all make the list!! hsod is the only perverted anime ive really seen...it was weird seeing that kind of stuff with cartoons...but also anyone remember miroku? he wasnt as bad as the previous 3 mentioned but he was into some ladies hardcore! and that lesbian girl in bleach thats obsessed with orihime is kinda funny perverted too
