Hurray! My top 10 list!

Also, I'm only putting in people that we see directly in the story. That's why you won't see the first Hokage and Minato, because they were before the story's time. (Sorry to all Minato lover's, he'll be number 1 in our hearts)
Number 10: Tobi/Obito
With his technique, he can dodge attacks from almost everyone in Naruto, with the exceptions of Kakashi and select other few. He also possessed a rinnegan in one eye and the sharingan in the other, an extremely strong combination. He is also empowered by the ten tails.
Number 9: Sasuke Uchiha
Not only does he have itachi's eyes, but Sasuke also has an extremely powerful Susano'o technique. He also has an extremely large amount of chakra, as we see during his journey to fight Danzo. With his powerful jutsus and his burning desire, Sasuke earns himself 9th on our list.
Number 8: Pain/Nagato
With the powerful Rinnegan and the six paths, Pain was unbeatable until Naruto came along. But there is a debate here, did Naruto beat Pain? Nagato still must of had a massive amount of chakra to bring everyone to life, and Naruto also had quite a bit left. Whoever won, Pain is still one of the most powerful characters and earns 8th on the list.
Number 7: Shikamaru
Though he may not have the most chakra or best jutsu's, his intelligence and strategy easily make him strong enough to face even the toughest opponents. His amazing supercomputer brain allows him to predict enemies moves, and see ahead to he can think to counter immedietly.
Number 6: Kabuto
Kabuto himself is not very strong, but with his Edo tensei jutsu, can easily create an army of the strongest shinobis. Because of the Edo tensei simply, he is powerful enough to defeat even the strongest characters. He earns himself 6th for Edo tensei.
Number 5: Third Hokage
Despite being often underrated, the Fourth Hokage was very powerful, and trained three of the most powerful shinobi. He also put up a strong fight when orochimaru summoned the first and second hokage. Because of this he earns fifth on our list.
Number 4: Kisame
With his powerful shark and water style jutsus, Kisame is easily one of the strongest opponents. Kisame loves battle, and behind his brawn and jutsus there is lots of intelligence, which Kisame uses to predict opponent's moves and create strategies in the heat of battle.
Number 3: Naruto
Who could forget our loving main character? With his powerful sage mode, and his unreal amount of chakra, he is nearly impossible to defeat. With it kage bunshin and his rasengan, he is easily one of the most powerful characters.
Number 2: Itachi Uchiha
Who could forget the powerful akatsuki who gave up everything for his brother? Not only does he have a massive amount of chakra, but he also has argueably the best sharingan in konoha. To top it off, he can use his powerful Susano'o to defeat more hardy opponents.
Number 1: Edo Madara
