based purely on overall personal preference. here for reference in case someone wants to shout "but your a _ fanboy" in vs threads at me. and some characters might have made it in their part 1 incarnations but became not as good later. some made it in purely for aesthetic reasons like design or fighting style.
i dont believe in liking only half or a portion of a character. thats why gaara and naruto arent up there. either i like them or i dont.
