and kakashi and guy should be top 20 atleast or 17(mei tsunade above them?)
because NV characters dont depend on their powers
they depends on 45 % power(justsu, as powers gen,tai,nin,ken .e.t.c)
45% intelligence
10% stamina
and these words on putting kakashi below mei and tsunade

based purely on overall personal preference. here for reference in case someone wants to shout "but your a _ fanboy" in vs threads at me. and some characters might have made it in their part 1 incarnations but became not as good later. some made it in purely for aesthetic reasons like design or fighting style.
i dont believe in liking only half or a portion of a character. thats why gaara and naruto arent up there. either i like them or i dont.

its not about who is right or wrong
she does in the anime. all characters in the list are in their anime incarnations
