1/Hashi - even tho i dont like him , i think when it comes to an overall Kage it goes to Minato u_u IMO.

2/Minato - high sealing techs , Better at FTG , genius , has the attitude when he needs it & knows to make the right decision without any BS . not a hothead .

3/ Tobirama - I dont see Minaot & him as equals , that is just stupid thinking since it was already stated that minato has better FTG & is faster than tobi .

4/Muu.

5/Gara - i think Gara is better than Onoki .
