3.Tobirama - intelligence, ftg, best suiton ever, senju
4.oonoki - kage level earth jutsu, flight, dust particle jutsu,..

He is. Infastructure of Konoha, Military Police, Chuunin Exams are all thanks to Tobirama. He helped Konoha in many ways, not just strength.
