What I mean by best who uses the element and taijutsu the best. For example One of the Sage's son can not be #1 for kenjutsu even though they have been depicted with swords, they have not shown particular skill sufficient to be #1 with that skill.

I put Yagura as #1 because he had control over the 3 tails so he can have some powerful Suiton and he is a Kage to further prove this. Naruto is only above Danzo because of Rasenshuriken, Naruto can make giants ones in Sage Mode imagine Bijuu Mode. And he made twin Rasenshuriken to cut Juubi. I agree with Hiruzen.

I'm with you on that... And mangetsu deserves a spot above zabuza/omoi. roushi should replace mei in katon. Hiruzen deserves a spot in each list
