6. Itachi: He should be higher intelligence wise but hes not the total package with the word "smart". He has proven his smartness over and over. From when him and Kisame first came to the leaf , all the way to, Him figuring out Nagato's attack's weakness.

Also no. 6 is TSUNADE: she should also be higher but she hasn't shown much battle smartness. She created the Medical ninjutsu system. Current medical laws. Known as the Greatest medical ninja.

7. Kabuto: Just too smart.. A genius knows about almost everything

8. Danzo : Politically he is a smart guy, but in battles he is not so great, much like sasuke in battles.

9. Sarutobi/Oro : Both have mastered many jutsus.

10.Kakashi : Has shown intelligence multiple times during the current and the last arc.

This is where you fail.. Noone in history is comparable to the Guy who tought about the Modern shinobi system.. Yet alone created it. Ok.. Please say he has no intellectual feats when you find someone who has done more then him.. And same goes for Hashirama.

It is a hard thing to list, and it just becomes subjective after a certain point. It is pretty hard to list people like the Senju bros because we don't know enough and I don't see Tobi, which is weird.

Hiruzen, who mastered over a thousand techniques without a sharingan didn't make it into the Top 10, I really can't agree there. It is a hard thing to list, and it just becomes subjective after a certain point.

Tobi has more intelligence feats then Hashirama and Tobirama combined.
