Not really.. Tobi is doing what Uchiha Madara told him as far as i know. Battle intelligence is not that high either. When tobi shows of having future plans of the world instead of following his friend's or ally's plans.

The thing is we don't know if Madara was the one in control of this plan. True but, It seems that way so far. Because madara just cameback alive and asks how the plan is going. And then Kabuto hints it that Tobi might to do something else. which hints that its madara's plan. Im not counting the fight with minato. Just like hes not shown that many brains. if you know what i mean. But i guess can put him up with Itachi or Hashirama.

Mate 3rd Kazekage was known as the Stronger Kazekage from the 1st to 3rd. And both of them did what Oro didn't do. Created advance level jutsus and also, Minato has shown more brains then Oro.

That whole first part is pure speculation and we have no evidence to back it up.

We do know

Tobi manipulated Itachi, Sasuke, Kisame, Nagato, Yahiko and Konan.
He was behind the attack on Konoha. Here, I'll just copy and paste a reply that I made to a similar thread.

There are different kinds of intelligence in Narutoverse. There are people who are adept in the strategy and tactics field such as Shikaku and Shikamaru. There are those good in the analytical field such as Minato and Kakashi. Then there are people who specialize in the study of Jutsu such as Orochimaru and Kabuto. And there are the ones that can think long term and can make long term plans.

Well Tobi is the only one that I know of that is good in all these fields. He has shown the knowledge of Jutsu and the Sharingan that almost surpasses Orochimaru. Lol he is also good at history. His strategy and tactics are good. Proof of this is the attack on Konoha. Also, he is very manipulative. Being able to manipulate Sasuke easily, feeding off of his hatred. He manipulated Kisame, Nagato, Yahiko, Konan, Itachi and Sasuke. He pretty much manipulated everyone in starting a war. But, there are also other stuff he specializes in. Medical Ninjutsu for one, and sensing for another. His sensing especially. His sensing is the best in Narutoverse.

He has also studied enough of the Juubi to formulate his own long term plan. This is the eye of the moon plan. His journey to the eye of the moon plan has been almost perfect. He manipulated the Akatsuki into gaining 7 tailed beast and used Madara's name to start a war. This is just more proof of his intelligence.

As I stated earlier, he is a master manipulator. His fighting tactics were quite clever against Minato. Though the thing is, it would have worked on almost anyone other than Minato because Minato has FTG.

You may think that he's taking orders from Madara, but there is nothing to imply this. At the moment, he's no one. He has threw away all that Senju/Uchiha bullshit.

Lmao, are you kidding me? Minato created one s rank and one a rank jutsu by himself, broke down Tobi's weakness in seconds, broke down chidori's weakness in seconds and was stated to be a genius seen once a decade at best.

He definitely deserves to be on that list and IMO top 3 in the entire narutoverse.

Well He currently knows the most about the Sharingan than anyone alive other than Madara maybe. Also, he knows how to extract tailed beast and how their seals become weakened during child birth. His knowledge of jutsu is probably thanks to Zetsu who records major battles for Tobi.

I will admit though, his battle tactics are lacking. Though I think this is more because of plot. You see, at the moment, he's stalling Naruto. If you noticed, I think he is manipulating all those rocks flying around. This helps him with keeping Naruto and co. away. Though still, I wish he'd use more Rinnegan techs.

Well actually I the people who know the most about the sharingan would be Itachi and Madara. Him knowing when the seal is weakened is smart tho.


But can't really correctly judge him, till we know his relationship to Madara uchiha. But as far as we know Madara lived enough to See Nagato.


His battle tactics are probably due to the plot. But the plot is him tho. Also im actually mad at him and Madara for not using any rinnegan techs.. for example. The pull and push are OP techniques its not like madara doesn't have anything for his defense in the 5 seconds. But i guess its just battle.
