there is a lot wrong with that list like it has been mentioned several times that kakashi and kabuto are equals and kakashi is far stronger than Guy

tobis bijuu got wrecked by a fraction of the ten tails , rikudo sennin was a perfect jinchuriki of the ten tails , and had a much larger chakra reserve than nagatos along with creation of all things , he can magic up anything as long as he has the chakra for it....

the rikudo sennin did not defeated the 10tailed however he sealed him up instead cause it was too powerful.that's why i put tobi above him cause the rikudo sennin can only handle at the most 85% of the 10tailed power if not then he would of destoryed the 10tailed and not seal it up would you agree.Also tobi plus the tailed beast he has now =85 to 90% of the 10tailed power.

Top 50
1) Tobi (only because he is elusive and the only one fast enough to make contact was Minato; though Naruto seems to be able to make contact and is experienced vs Rinnegan)
2) Hashirama /Madara – Because Kishi kissed his ass with every chapter for the last 4 weeks and will prob do it till the end of the manga.
3) Hashirama /Madara – If Ems + Kurama were < Hashirama (current Edo Madara prob stalemates him) And he also kisses Hashi’s ass and prefers to use his techs rather than his own by now predictable techs.
4) Naruto – Arguably the most powerful since Hashirama, but still too inexperienced; prob the only one fast enough to take on tobi though speed won’t matter if he is infact able to touch him.
5) Nagato – Not a diluded 6 paths. He defeated SM J-man and Naruto, had it not been for low chakra reserves after destroying Konoha he would’ve sealed the Kurama.
6) Minato / Sarutobi – Minato excluding Naruto is fastest but he can’t defeat Hashi and Madara with a single blow, though he could defeat Tobi and seal Edo Madara before he knew what hit him.
7) Minato / Sarutobi – the god of shinobi for all his jutsu. He was able to take on Oro and 2 bad ass Edo’s
8) 3rd Raikage – said to be stronger and faster than the 4th Raikage, can out run Amaterasu, could prob get past or outlast Susanoo.
9) Sasuke – Ems
10) Tobirama Senju – Depending on his proficiency with sp/t & Edo’s he could prob tangle with Tobi, but I don’t see him taking down anyone else above him, maybe Sasuke.
11) Izuna MS - not enough info to rate higher or lower
12) Jiraiya / Itachi / Bee- If he can get into SM he’s pretty impossible to deal with.
13) Jiraiya / Itachi / Bee – Because he’s bad ass, but I’m not fan boy enough to overrate him.
14) Jiraiya / Itachi / Bee – He’s got tbb & some help with Samehada but perhaps too much of a clown to outsmart & defeat J-man or Itachi in a real fight.
15) Muu - Has the splitting clone tech
16) Oonoki – Dude can f*ing fly!
17) A – Can’t make too many hand signs with just one hand and he can’t KO with a stub punch.
18) Gaara – Great Dfense, long range, mid range but would struggle against A’s speed and tai jutsu not to mention his lighting attack.
19) Oro –He’s not fast enough to keep up with A and has nothing against Dust techs and I have a hard time seeing him getting past Garaa’s Dfense.
20) Kabuto – most of his best Edo’s have been sealed, break his glasses and he’s f*cked
21) Sasori – Killed the 3rd KKage and made him his puppet.
22) Danzo – has a lot of possible do-over’s eventually he’ll get it right.
23) Kakazu – Dude tangled with the 1st and lived (probably spared the 1st’s good grace).
24) Hanzo – Was able to hold his own against the young Sannin (J-man wasn’t even in SM)
25) 3rd Kazekage – not enough info to rate higher; was said to be the strongest Kazekage, but Gaara has gotten some recent power ups.
26) 2nd Mizukage - took on Muu but wasn’t strong enough to beat him so he took him down with him.
27) 4th Kazekage - not enough info to rate higher
28) 4th Mizukage - not enough info to rate higher
29) Kinkaku / Ginkaku – when cloaked they’re beastly but dumb as a box of rocks; to sealed the their own weapons

33) Shisui - not enough info to rate higher; speed (shunshin) is good but so are the shinobi above him. What good is tech that can only be used once a decade!
34) Guy –Was Kisame’s worst possible match up.

36) Mei – In close quarters your done for, but in an open space you could out maneuver most of her techs.
37) Tsunade – Strong as hell, but slow and predictable.
38) Darui – Unable to handle the kin gin bros without the help of the sage’s weapons.
39) Kitsuchi – gaint wall crushing tech was bad ass; Not enough info to rate higher.

45) Kankuro – would be Kazekage if Gaara bites the dust - so to speak.
46) Kimimaro – pretty resilient close range fighter, keep him at a distance and wait for him to die.

48) Konan - If let her get you with that kamikaze tech your ass is confetti!

50) Yamato – Has good D and mid to long range offense. He has the most impressive anbu record in konoha; And he's got Hashi DNA! but, he got caught slippin and got owned by Kabuto.

• The So6P or his sons, nor did include Hidan whose only talent is immortality and Mifune, who got the lucky against and Edo Hanzo. He’s got no skills other than sword play… If you bring a knife to a ninja fight (Summons Gentsu, Explosives, ect.) as your only weapon your done for.
