No, he just has the most feats, due to having the most screen time. Doesn't mean he's the best in that category.

Best comparison is putting him next to someone with similar intelligence and seeing how he does.

He had no plan against madara. Both he and gaara were just staring as Gai fought madara. Minato was the one who had to take charge, as he was the only one smart enough to instigate ideas in that situation. And minato had to devise a plan using 2 people he barely knows. Meanwhile kakashi knows everyone well in that group, better than minato. Yet minato still took the little knowledge he knew to devise a plan.

Minato was the only one who analysed and identified the weakness of the truth seeking balls, meanwhile kakashi didn't notice. Even kakashi was worried about the truth seeking balls, but minato had to explain to him how they worked. Then even after explaining, kakashi was still worried about his eye sight. Again minato took advantage of gaara being there to help kakashi, something kakashi should have been able to figure out himself. Kakashi's good, but there are others more intelligent than he is. Kakashi is a main character, so he will have more feats, but its quality over quantity here.

They're different slightly different.

Sm simply enhances naruto's base strength. Focusing chakra into your fist does not increase your actual strength it simply increases your punching power.
The explosion of sakura's punches are cause by chakra not by strength. Naruto Lifting a Bijuu sized summon is strength.

1. Ninjutsu - Only those whose chakra control is near perfect or have good variety should be in this category: Sasuke (CC at Sage's level and has a plethora of ninjutsu at his disposal). Sakura and Tsunade (It has been proven that the seal is the pinnacle of chakra control. There is nothing to dispute here). Hashirama (He performs ninjutsu at such a large scale and with perfection. It has to be perfect.) Madara (As Madara used to match him - bar SM - he has to be up there as well.) Nagato (He had great command over the Rinnegan based Ninjutsus and Jutsus).

4. Strength (physical) - Tsunade and Sakura (Natural and CC strength for Tsunade and only the latter for Sakura). Gai and Lee (Gates). Ae.

5. Chakra/Stamina - I will not count any handouts, such as the Sage's chakra and Bijuus as well: 4th and 3rd Raikage (Bijuu level base chakra). Hashirama (Probably bottomless pits of chakra). Nagato (He still had enough chakra at the end to revive every person killed in Konoha. That's insane!). Tsunade and Sakura (Their seals conceal an immense load of chakra. Proven by the fact how Tsunade repeatedly healed the kages and Sakura helped Obito open portals when the technique was even taxing for Kaguya. Sasuke (He evaded and landed a hit in the same heartbeat on Ae in V1, when KCM Naruto couldn't dodge him.) Bee (The most under-rated guy in base mode. He could react faster and move faster than KCM Naruto and reacted faster than BM Naruto on occasion.) Minato (He definitely belongs here.) Madara (I forgot to add him. He stabbed Hashirama when the guy was in SM about seven times with the black rods. That says a lot about his speed.)

It's exactly the same thing. You are putting down Sakura for using chakra enhanced strength, yet contradicting yourself by saying Naruto uses senjutsu enhanced strength.

I don't know why you are trying to justify it. It is not "base". The moment he uses senjutsu, it is a completely different mode and power enhancement. It's not his power, it's the power from nature being utilized by naruto. Same way sakura utilizes chakra within. Difference is, sakura uses her own power, naruto draws power from elsewhere.

Sakura's version is not Physical strength based at all, It's mostly chakra based.

You cannot count a Chakra based attack as Physical strength, Becuase the power comes from the Chakra in the attack and not the users muscles
Naruto Simply uses Senjutsu to enhance his muscle strength, So enhanced or not he is still using physical strength As the strength comes from his muscles.

Sakura uses Chakra to enhance the power of her punches, The power of her attack doesn't come from her muscles what so ever since it's purely chakra being forced into her fist and being released at the right moment.
