I agree with most of them there. Mine has to be:

#1 Sakura

She wasn't exactly a big shot in part 1 but she had so much potential in part 2. Her character in terms of strength and development as a ninja could've been better since she has genjutsu that rivals the Uchiha clan and medical techniques that surpassed even Tsunade. She could've clearly grown into a fine kunoichi, fearless, independent, while still keeping her core personality, showing how the old Part 1 Sakura is no more. Instead while stronger than her peers, she is still somewhat on the same level compared to Naruto and Sasuke who just keep getting more and more power ups.

#2 Neji

He was portrayed to be a genius, the strongest rookie, with the strongest 'dojutsu', but yet again, he was fodderized.

3# EMS Sasuke

He got EMS yet all he seemed to be able to do was bang out Amaterasu every time and still fail. I know he defeated Danzo but with EMS he could've done so much more

4# Tenten

I mean, it's a miracle even seeing her on a panel. kishi totally forgot about weapons and taijutsu fighting, TenTen besides being a weapon's master, she also was pretty good at taijutsu.

5# Garaa

After making him the kazekage, gaara didn't improve a shit, he was like one of the biggest treat in part 1, but in shippuden he is just an average ninja with an important title.

1. Yamato? - they make him seem like such a 'wow' character for using the mokuton but he doesnt really do much :/
2. Orochimaru - self explanatory .... snakes, snakes, more snakes... Edo Tensie, long wiggly neck which looks like a snake
3. Kakuzu - fought Hashirama? that's gotta count for something ..
4. EMS Sauske - ._.
5. Hiruzen - well, his part is coming soon! #BeliveInTheHype, still think he should showcased some more of his power ;_;

Well Orochimaru was basically experimenting his whole life trying to know all jutsus and then he gets one shotted by genjutsu twice... later he manages to revive the Hokages ,but they snap out of control. He was portrayed as Pure evil in part 1 and now is Sasuke's b*tch.

Have you forgotten Genma was hinted to be there with Hagoromo when he fought the Juubi? Obvious hint that Genma is the brother of the rikudo, master of time and the paths.

for starters the manga isnt over. we still dont know what hes doing and the stuff he did in part 1 more than likely gets him off this list. like some others mentioned sakumo should probably be there instead.

how did hiruzen or oro not live up to their hype?

-> Oro is still alive after going near the entire series with no arms or ninjutsu. That's god damn impressive when you remember just about everyone was after him and he was #1 in the bingo book. Even with feats, with no arms, he shrugged off 4T naruto, Tsunade, nearly solo'd hebi sasuke (if oro tried to kill instead of take over his body, he most likely would win), killed 2 kage one of them being 'god of shinobi' hiruzen by barely lifting a finger, restrained Shinju and spiral zetsu and, again, as stated initially, survived life threatening damage or even straight up death numerous times.

-> Hiruzen busted out 5 elements. That should be enough to prove the hype right there and then... As if that weren't enough, spiral zetsu and his shinshuu senju are still not around. That can only mean one thing, Hiruzen's still solo's Shinshuu's ass. Gokage and Sa are all out of chakra and been getting their ass kicked, taka hauled ass, and the rest of the hokage have been dead. Hiruzen's been the only useful person down that side for the past few chapters. Being able to take on Shinshuu for this long is quite impressive. The guy's showing feats that can already compete with base hashi (those 5 juubi sized attacks). So, yes, he's proving his hype.

-> EMS sasuke... err... The guy has enton and PS. Simple extrapolation basically tells you what he can do; we've already seen a piece of it with him using a massive enton sword with V2 susano'o, and doing some impressive speed feats.

-> One of the 7 swordsmen survived 8th gate dai. Considering what 8th gate guy just did; I'd say those guys are quite reasonably strong.

Yamato was introduced into the series as being the substitute leader after Kakashi went out of commission. He was in the Anbu, was kidnapped and experimented on as an infant by Orochimaru, and is essentially the genetic clone of the most powerful shinobi who ever existed. On paper that sounds like one of the most interesting characters of the series. In actual practice? All Yamato has done in the series is help Kakashi train Naruto and play the straight man to Naruto and Killer B's antics.

second place goes to seven swordsmen.. not that i'm very interested, but what with kakashi, zabuza, chojuro, suigetsu hyping them up like nothing best them their screentime is pretty disappointing

I feel like Orochimaru didn't try or lived up to his hype.

They said him alone can solo a small country, which is a pretty big feat.

Sasori said he conquered a nation but,
Deidara aiding in a false-hype-actually-village-and-not-a-nation normally doesn't count as anything for that matter.
