I'm not talking about Juuken abilitys, I'm talking about Byakugan abilitys. I haven't seen Hizashi using byakugan abilitys. And Hiashi showed almost nothing.

Hinata can see 20km in the last, she can see through body, clothes, perfectly, she can even watch two people laughing very far away, she can judge a jinchuriki transformation through keirakukeis,etc.

None of others hyuugas get to her when we talk about byakugan abilitys.

First: Hiashi saw, not Neji.
Second: Hiashi don't say how far away the village was.
Third: That's the only Hiashi feat with his Byakugan.

Hinata has a lot of feats with her byakugan, Hiashi not even close.

Descendants of a alien race isn’t making the list (any Hyuga).

I believe Toneri should be higher since he has tenseigan but he’s kinda sucky in combat. Kinshiki could probably beat him and Momoshiki would just absorb those chakra attacks he enjoys spamming.

Kinshiki does not possess Byakugan. Nowhere is it said that he has it.
Kinshiki is not stronger than Toneri. Momoshiki is stronger, but not Kinshiki.
Toneri had Byakugan Hanabi, not his own.(Therefore, I see no reason to put Toneri in the top.)
