Kinshiki does not possess Byakugan. Nowhere is it said that he has it.
Kinshiki is not stronger than Toneri. Momoshiki is stronger, but not Kinshiki.
Toneri had Byakugan Hanabi, not his own.(Therefore, I see no reason to put Toneri in the top.)

And neither of them is stronger than Toneri. Toneri doesn’t have his Byakugan because of some bs that was out of his control when he was younger. Doesn’t matter, Hanabi can’t achieve the Tenseigan on her own without an Otsutsuki body and plus Toneri is the only one that we see evolve the Byakugan therefore , Toneri is up there. Toneri is stronger because his Tenseigan allows him to fight with Truth Seeker Orbs and he’s proven himself in taijutsu as well. Momoshiki And Kinshiki are fodder to Toneri’s taijutsu and as far as we know, Momoshiki can’t absorb Truth Seeker Orbs. Toneri can steal chakra from a person as well, and his technique is a lot more potent than Momoshiki’s.

Nowhere was it said that this Truth Seeker Orbs(Gudōdama). They may just be similar. The story says that he has a chakra beads.

Quantity doesn't matter though> If I remember it right JJ Madara had 10 TSB while Naruto had 9 and so does Toneri.

As for creating the cage then that is something even JJs like Madara or Obito has shown but Hago had COAT so I think its something similar to that.

Well names may differ and they have differed in the past between novel and the manga, it doesn't change the fact that those were TSBs.
