Tobi is powerful, but not because he's smart. If it wasn't for his phasing technique, no way in Hell he'd be a threat.
Pain isn't unintelligent, but nothing he does requires a great deal of thought. You could be led into thinking he uses strategy with the fact that there are six of him who all see the same way, but thats not as much thought as it is having the right power.
Neither of them need to fight smart because thier power is so great, but that leads them down a slippery slope of just relying on their power. I see this starting to happen with Naruto as well. He used to be quick on his feet and able to come up with a way of defeating someone on the spot, but now he just pummels them into the ground with big moves. They could all stand to use less chakra (save that shit, its important) and just be smart every once in a while.
