Tobi is powerful, but not because he's smart. If it wasn't for his phasing technique, no way in Hell he'd be a threat.

Pain isn't unintelligent, but nothing he does requires a great deal of thought. You could be led into thinking he uses strategy with the fact that there are six of him who all see the same way, but thats not as much thought as it is having the right power.

Neither of them need to fight smart because thier power is so great, but that leads them down a slippery slope of just relying on their power. I see this starting to happen with Naruto as well. He used to be quick on his feet and able to come up with a way of defeating someone on the spot, but now he just pummels them into the ground with big moves. They could all stand to use less chakra (save that shit, its important) and just be smart every once in a while.

I think Hidan is the least intelligent of the akatsuki battle wise

He fools you with his insanity, but in reality his style is methodical and well thought out. He needs very specific requirements for his strategy to work, and he needs to manuver his opponent into a position where he can meet them while dodging their attacks. If he went up against a long range shinobi, I think he'd be able to adapt.

Tobi doesn't really have to think. He's reactionary, he phases out when he needs to then he uses straightforward attacks.

Hidan if we're talking about IQ....if we're talking about battle wise Kisame, he is smart but since we have to name someone he's a notch under the rest imo. Hidan by no means is bad at analyzing in battle..his ability requires him to analyze, pinpoint and gain the advantage. Third would be Deidara he is very smart in battle but he lets his ego and hot headedness get the better of him.
