I don't believe people are including Deidara :|. The guy is a good strategist mixing his clay with Gaara's sand, and he told Obito to put his bombs underground while he attacks from above with C2 Dragon, meaning the opponent is basically screwed unless he could fly or see the bombs.

The other seems intelligent in thier own way except hidan and deidara is just an emotional wreck he seems intelligence too and konan come up with a plan to defeat tobi, which would have worked if not for sharingan hax

Kakuzu has had the most battle experience out of all of them, he would be the 2nd smartest at least

if we are talking battle stratagy Itachi kakuzu old orochimaru and sasori are the smartest.. i say sasori because he knew granny chiyo had too much experience for him so he played it cautious also he killed the 2nd kazekages iron sand..

the weakest would have to be hidan zetsu and tobi.. i say tobi because without kamua he is a regular asuma level jonin ninja he already said kakashi could of killed him 3 times already

Konan!? XD Her brain is practically all she has. She's one of the only people to figure out a way to overcome Obito's phase out technique. If it wasn't for Izanagi (which is completely imposible for her to have predicted seeing as she's never heard of it before) he'd be dead. All in one of the shortest fights having to do with major characters. She's brilliant.

wow I just noticed that all of them expect Hidan are super-intelligent but I would go with
