I wouldn't call any character flat out dumb, but they have dumb stuff they do.

Sakura - Never got over a criminal

Naruto - Is damaging his health by eating nothing but ramen.

Hiruzen - Didn't kill Oro while he/she was young.

In which life time? Sure he is more empathic than she is but, he is no where near her.
Hashi
I love him, but he was deemed an idiot by Tobi, she can outsmart him, but he has power to back it up.
TObirama, he came up with a few jutsu whoopie, that is his only intelligent feat, other than that no.
MInato, nope she has more feats.

Tsunade, sure she is her teacher, but Sakura know mostly everything Tsunade know, they are about equally match, Tsunade has more experience, though Sakura has more feats...but Sakura feat can be Tsunade feat...leave her out of this one.

Kakashi, maybe, they are around the same in intelligence.

Shikamaru- Yeah, but they are too far apart.

Ino....Gtf with that trolling stuff.

Neji, he was a genius because he knew clan jutsu, Sakura is a medical genius. Sakura is way smarter, not to mention she doesn't even have to train to learn most jutsu.

Hiruzen, all hype, no feats, Sakura has more feats.

Ramen Guy, he has alot of intel on people because he talks to them and he is nosey but Sakura has more feats and is more analytical

Itachi...maybe, but I think they are around the same

Danzo...No, he just have experience and eye haxed abilities. If Sasuke and Karin could figure him out Sakura definitely could.
