Even with kuramas chakra, Neji only lost because he turned off his byakugan at the last second believeing the fight to have ended.
He underrated him in the end and that is the only thing that cost him the match

Anyways, this is all about who would beat most of the people in the chunin exams in general anyways.

Neji would beat most people just like Lee gaara and sasuke could. Naruto beat a few people, but its not like he can beat as many as the ones listed above.

Everyone apart Lee, Gaara, Neji and Sasuke are only chunin level at best. How does a 1 Tailed Naruto lose to a bunch of chunin?

Gaara was clearly the strongest genin by far. Team 7 had alot of trouble but that was because of Oro's attack. Gaara's team was leading all the time, Lee's team was second strongest (minus Tenten). Rest had quite the trouble but that was part of the story. Later on, Naruto was boss of course.

It wasn't hard for him to access kyuubi chakra then he did it a few times in that arc. It's cannon that he beat Gaara and the manga fight speaks for itself, it's not like he had back up but was also had to protect Sasuke and Save Sakura.

He accessed the kyuubi chakra on will by emptying his own chakra source then using the kyuubi's if I remember correctly.

Exactly, he has to empty his chakra reserves and suffer emotional trauma to get that powerful. Without that, some of the weaker genins could probably beat him too. Anyway Naruto tied with Gaara so he isn't above Gaara. Gaara is still above him since he is more haxed and capable of beating more people than CE Naruto. Also remember Gaara wasted energy fighting Sasuke before he fought Naruto. Naruto woke Gaara up before Shukaku went full power.

Gaara without Shukaku>Naruto without Kyubbi. My post was implying that Gaara was the stronger genin compared to Naruto since Shukaku>frog and Naruto needs Kyubbi chakra to summon it which he can't readily access.

Shikamaru pretty much beat Temari fair and square...

Gaara was honestly unbeatable....He honestly should have crushed Naruto instantly after he caught him like the two Rain Genin.

Neji constantly best Lee so he is next....no one else can really beat Lee IMO at this time.

Naruto was stronger than Sasuke at this point with his back up chakra network

Temari won the match in the end. Outsmarting someone doesn't mean you beat them if you can't continue the fight.
