i personally think Kaguya & Madara's are light yrs ahead of everybody else. There isn't any trumping laying a genjutsu on the entire populace of a world w/o being in their vicinity or having their attention.

Sakura above Kakashi Lol April Fools day was over a week ago now XD

Til this day, Kakashis double genjutsu KO on those two root members still impresses me. Never even seen an uchiha member knock out two at once like that, and Kakashi did it instantly with just a glance.

Kakashi also saw through Obitos genjutsu and told him to knock it off like a boss. Same genjutsu that controlled a perfect Jinchuuriki.

Mugen might have wider range but from what was shown it dosen't cause time dilation.
