I admit that Ging is most likely higher up on the list but Chrollo has the hype of both being equal to Silva and potentially stronger than Zeno which says a lot. I don't know how accurate Netero's statement of "Ging being one of the top 5 Nen users" in the world is or if Chrollo is among that list.

I give Feitan my 10th spot instead of Hisoka or Illumi just because Pain Packer is hella OP and that was one of it's weakest forms.

had to correct you on Gon, at least in terms of him being able to fight and survive [if that was it meant by the strongest]

Gon places a restriction on himself. Using a rule or ramification on your Nen abilities offers a tremendous output of power, as seen with Kurapika.
By following this rule, the Nen user's abilities and battle prowess are amplified 10 Fold. It makes sense. It was explained in depth chapters and episodes ago.
So its not a reusable ability as Kurapika so to speak.

The exchange for using this method is at the cost of your potential and life force, the higher the restriction is. This is the reason why he was heavily fatigued and near death afterwards.
Even Pitou remarked by saying "Such power comes at a terrible price"
