No, unless stated in a vs thread we go by current abilities in the manga.
As i said the manga is being updated. It either makes an opponent stronger, examples being base naruto to sm to km/ cm2 sasuke, to ms to ems. This is what is currently going on in the manga.

Similarly in the manga kabuto has lost most of his weapons apart from madara therefore we should judge him by what his current power in the manga.

Vs threads are different because it states whether its base naruto or sm naruto. If it doesnt, we assume the op is talking about km naruto because thats the current naruto.

Similarly when we talking about the strongest characters we should only go by their current state and in kabuto's case he only has madara

What you are confusing is a vs thread and a top10.
As i said when dealing with the top10 we deal with current abilities and not past abilities. Therefore we deal with ms kakashi and not part1 kakashi. Deal with km naruto and not base naruto. We deal with ems sasuke and not base sasuke. We deal with rennigan + ems + mokouton madara and not ems madara. We deal with current kabuto who has just madara.

In the case of naruto, kakashi, sasuke and madara their power has increaed as the manga has gone on whilst in kabuto and tobi's case their power has decreased. I decide on my top 10 going by current events/abilities and not past events/abilities

kabuto is really iffy because technically with edo tensei he could be no1 however its not his own power and if hes forced to releade edo tensei or destroy tht thing he controls thm with its over

What im trying to say is that you cannot include powers that a character no longer has. Sasuke no longer has the cm, just like how kabuto no longer has his other edo's. What i will say about sasori is that he can rebuild, kabuto cannot summon the edo's that have been sealed

What you said is basically me saying sasuke = cm2 + ems.
As the manga as gone on sasuke has lost the cm2, similarly kabuto has lost most of his edo's. Therefore both shouldnt be considered

Even though I disagree with the placement of Naruto and Itachi I pretty much agree with this list.

I'm not saying Naruto should be 9 and Itachi should be 4 but Itachi is better than Bee, and in my opinion Bee is better right now than Naruto.

I never do number instead I do tiers. Because some people may have an advantage over a certain person above/below them but that person might be able to beat many others that the first person cannot. You get me? I know I didn't say that well but whatevs.

Anyway here goes.

Tier 1- (super ninjas that are unbeatable except by armies or entire groups of haxxed characters, this is basically a subtier because it only includes these people but they both have caveats along with it)
Tobi - with his paths
Kabuto - IWR army

Tier 2 - (insanely strong individuals that can be beaten only in ridiculous situations or by luck)
Nagato - rinnegan, Uzumaki chakra levels.
Rinnegan Madara - without Hashirama's powers as he was dead after getting them.
Itachi - best genjutsu user, legendary weapons.
Minato - w/ his space time and sealing he is pretty tough to beat and I can't really see anyone other than the people in these top two tiers beating him.

Tier 3 - (those with the potential to be some of the strongest characters ever, or those people who are right below the best)
Killer Bee - perfect jinchurikki, best swordsman so far, all around awesome.
Naruto - has got the power but still is stupid in battle and doesn't have the variety in his arsenal that he needs.
Jiraiya - sealing, sage mode, best summons (other than the 9-tails and gedo mazo), wide variety of jutsus.
Onoki - dust release, changing weight of things, actual flight, mastery of 3 elements.
Sasuke - EMS, lightning + fire jutsus, and craziness. I guess that is all he needs to get put here.
Muu - same as Onoki except I think Onoki is better. Onoki had him at a stalemate and Onoki is super old and has a bad back, while Muu was invincible.
**Note about tier 3** Pretty much all of the past Hokages would be in this tier (or maybe one up) by hype but since hype is all we have I am only ranking people we have actually seen fight.

Tier 4 - - (kages, Akatsuki, other kage level ninjas)
Oro
A
Gaara
Tsunade
Mei
Gaara's dad
Kisame
Sasori
Deidara (i'm iffy about this one)
3rd raikage
2nd mizukage

Tier 5 (people right under kage level)
Kakashi

+ more ninjas, there are alot of people in Tiers 4 & 5 so I don't feel like naming them all.


You might switch some people around but on the whole I think the people in tier 1 can beat all the people in tier 2, and tier 2 people beat tier 3 and so on.

I think the tier system is best because some people are just too close to call, like Itachi and Nagato.
