edit: and Muu is selfish. He tried to advise the Tsuchikage what to do once any war is over (this is what War is to Muu). Not very wise/smart to think that way even if the war is over. Malicious/selfish acts can breed a lot of hate for future generations (as pointed out by Hashirama in the latest chapter).

I don't think Madara and Obito should be ranked as such. Manipulating through hate/love is is the easiest way to manipulate someone.
Also, Madara's plan failed. He's now going with the flow and improvising to attain his original goal.

And Shikamaru should be way up there.

intelligence? All i can say would be Shikaku (not shukaku which is the 1 tail), shikamaru, minato, orochimaru, kabuto, and kakashi are my top. As far as strategists go, its Shikaku, followed by minato, then kakashi, then shikamaru. I don't even put itachi on there because NOTHING he did went as "planned"

Aww, bless. Leaving Kakashi off of a top 10 intelligence list is like leaving Madara off a top 10 strongest. But it's only my opinion, after all.

There expertise all lay in different categories

The top two should of been itachi and orochimaru

Orochimaru stood out to hiruzen as a powerful and intelligent shinobi only seen once in every generation.
The only reason he did not become hokage was because hiruzn saw that he was becoming evil.That means even though minato was powerful as well he still sought orochimaru for the position.

He made the curse seal
He made made a better senju clone then madara
Was able to cheat the shinigami and revive those who were thought impossible to bring back
and with the help of kabuto was able to cipher the uchiha tablet without a dojustu.
Nobody is smarter then this man except for possibly itachi since Hiruzen,Danzo,Kabuto,Tobi,Minato,even orochimaru himself and hashirama have praised him for genius.

Why is Mu ranked? I mean he is cool and all, but we know very little about him. Nothing particularly sticks out in my mind that would land him on the list. What about Kakashi and Jiraya?

Not a bad list, but personally I'd say:

1. Orochimaru (Barely over shikaku imo, because the guy has planned so much stuff that would carry on until after he died...and get ressurected).

2. Shikaku (Shikamaru has an iq over 200 in part 1...at age 13. Now Shikamaru is sixteen and much smarter, and he still loses to his dad in Shogi. What does that tell you).

3. Shikamaru (iq of 200 at age 13=epic)

4. Kabuto: high medical knowledge, high information on nearly everyone, incredibly smart iq.

5. Hiruzen: was said to be the wisest/smartest Hokage.

6/7. Itachi/Minato (both are very intelligent)

8. Kakashi (he has shown some very smart moments over the years)

9. Danzo (as much as I dislike this character, he was very intelligent)

10. Madara (he's made a awesome plan...but he hasn't shown THAT much intelligence yet)

And he probably didn't account for an allied shinobi force.

Kabuto doesn't deserve to be on par with Itachi. If the roles were inversed, I'm sure Itachi would have realised (assuming he had no knowledge of how Izanami worked) how to end the infinite loop. Kabuto couldn't, he panicked because he thought he had become too strong to be susceptible to genjutsu.

Sasuke doesn't deserve to be on that list either. He is way too easily swayed. as Itachi put it, "Sasuke can be easily painted another color", and one cannot be deemed intelligent if they are easily persuaded.
